Means to take non-ASCII characters in URIs and convert them to %HH using
UTF-8 before sending to the server.

- Internet Explorer (5 and up, with option [Tools -> Internet Options
-> Advanced -> Browser -> always send URLs as UTF-8])
- Mozilla 0.9, Netscape 6 (but not Mozilla 1.0/Netscape 7; IDN since
Mozilla 1.4/Netscape 7.1)
- Opera (including IDN in version 7)
- Amaya (IDN on branch in CVS)
